chore: replace broken link with suggested one #135

Description

This PR fixes #132

replaces https://data.noaa.gov/ISO19139/resources/codeList.xml#SV_CouplingType, which throws 404s, with suggested link: https://data.noaa.gov/resources/iso19139/schema/srv/serviceMetadata.xsd for srv:SV_CouplingType

I'm not sure that is the correct link. Part of the task is making sure the link is correct. Bob has a comment on the issue about where might be a good place to look.
