Sax parser top level tags processing #164

Description

New useSaxParser tag for setup xml to enable/disable SAX parser parsing
TopLevelHandler to process all the top level xml tags (except datasets tag)
Tests for the TopLevelHandler class
reallyVerbose boolean to handle logging for the SAX parser
