Set up and style Tips Page #11

For the visual facilitation application we need to have one page that shows Learning Tips and Hints to the end user.

Reminders on how they can keep the Visual art working look good for their presentations.

The content on this page is different from the rest of the application. We need to style it so it displays the content more appropriately.

I have added a route and a new template for Tips. We need to style this now.

I have implemented a new page for this. But we need to work on the styling for it.
