Missing time #12

Building on #11, modify to prevent creating JSON blobs when there are no time coordinates

Hi @momipsl I have written some test for this. However:

tests/test_publish.py::test_publish_cmip5 FAILED
tests/test_publish.py::test_publish_cmip6 FAILED

I couldn't work out why, but then I tried the master branch and they fail there, too, and I still couldn't work out why. Could you possibly have a look?
