Tier is a CMIP6 concept that is not general enough to appear in an experiment definition for the CIM. It seems to have been added at some point to avoid dealing with a specialisation outside of the science packages. There are a number of options as to how to take this forward ... but it shouldn't survive to CIM 3 as it is.
