Consider relaxing the ordering constraint on CIM XML elements #7

The CIM Questionnaire does not care about order. Mark has confirmed that the ES-DOC ingestion process does not care about order. Therefore, I can relax this constraint in future versions of the CIM.

Why not keep it? There are use cases for keeping it aren't there, around consistent presentation of information, otherwise one has to put that information elsewhere ???

By "not care about order" one should read "does not interfere with order"
