QC of model documentation #23

script for ES-DOC to set QC=2 after exchange with liaison (rather than institute setting it in ipython notebook). QC=1 is not needed.

Note that for the model documentation, QC will be at the granularity of REALM.

Plan:

1) Ask group X months after first publication of realm to review (X=3 or 6?) 2) When group says realm is correct, manually run a QC script (that uses pyesdoc) to inject QC properties and republish
