Collecting responsible parties for Simulations #35

The contact global netCDF attribute contains responsible party information, but in CMIP6 it is optional and free text. We need a way of a) dealing with "contact" if it has been set and b) otherwise harvesting responsible party information for simulations.

Note that if contact has been set in the netCDF files then its value is harvested by cdf2cim.
