Publishing from spreadsheets in institutional repositories #41

Publication status flag used by a nightly cron Create cmip6/publication.xls Create cmip6/simulations/publication.xls etc.

Initial status should be "don't publish". Once set to "Publish", all commits will be published (according to the ES-DOC publish timestep)

model_publication.json now finalised (e.g. https://github.com/ES-DOC-INSTITUTIONAL/cccr-iitm/blob/master/cmip6/models/model_publication.json). Automation of actual conversion of spreadsheets to CIM docsuments (via cron) in progress.
