All documents are considered "draft" when first created.
QC review will be initiated by ES-DOC.
QC review will be by the document creators.
Once the a document has been signed off as "correct", ES-DOC will set the QC status to "verified".

The ES-DOC explorer should have a simple way of displaying whether or not a document has been verified.
The ES-DOC dashboard will show summarize the QC status (and statistics) for all documents from all institutes

QC status is stored in the CIM document. This can be used by the explorer

A central, dashboard summary is also needed for ES-DOC monitoring. This would keep the WC information in a separate location (JSON?)
