Refactor the forcing constraints for the DECK and ScenarioMIP so that they can be applied as widely as possible. This is essentially a re-globing exercise that will make the seeding of conformance information to the other CMIP6 MIPs as comprehensive as possible.
Ensure that if any changes are made any experiments that use the forcing constraint globs are also updated.
