Extended Descriptions for DECK and ScenarioMIP #86

Write Extended Description fields (Abstracts) for DECK and ScenarioMIP experiments. Descriptions need to be understood outside of the context of CMIP6 and also by non-experts.

I'm especially interested to see the Extended Description for the ScenarioMIP. I would be interested in helping copyedit, if needed.
