All old-style (dycore) URLs should redirect appropriately #419

As of v0.15.0.0, the old dycore models have finally been folded into the new framework. All of the old-style URLs map to the new-style URLs for existing instances. However, there is no redirect for creating a new dycore instance. I don't expect anybody to actually do this, but there is a link to the page from CoG that currently gets a 404 error.

Fixed by mapping "metadata/dycore/dycoremodel/" to "q_legacy_edit".
