Currently, minor versions start at "1" b/c when a document is first created it has the version "0.1"; "0.0" would not make sense. However, at each publication the major version increments and the minor version resets to "1". Wouldn't it make more sense for the minor version to reset to "0" at this time: "1.0" instead of "1.1"?
