In the CMIP5 Q, access was restricted by institution. In the ES-DOC Q, access is restricted by project. The Q supports intra-project sharing of documents. This means, however, that different institutions will share all their documents. This may or may not be good.

One possible solution is to allow projects to define groups and for users to be associated w/ groups. This might be more trouble than it's worth.
