Add (expose) "is_nillable" to RELATIONSHIP fields.

This will take care of Mark Elkington's concern about the ability to publish models that do not contain the full set of realms; An atmosphere only model would just mark as "nill" the 7 unused realms.

When doing this by default relationship (subform) properties ought to be customized to not expose is_nillable.
