The logic of which institute a document is being published on behalf of ought to be handled at the project level rather than at the user level.

Currently, as a result of #527, a user chooses a single institute to belong to and only users which have selected an institute may publish documents. What ought to happen is that a project should associate itself with several institutes and a user should select from one of those institutes at the time of publication.

What is a project in this context? CMIP6, perhaps?

Does that mean that, pretty much, anyone can publish anything under the name of any instituion?

...well it means that a project member (who will have had to have been approved by a project administrator) could.

An improvement would be for a user to still select an institute and then for only project members who belong to one of the institutes supported by a project to publish a document.

Ultimately, though, this still relies on a user being honest when they claim that they are a member of an institution. I don't see any way around that.

OK, and stop me if I'm wrong, but I'm not sure that it is ideal that anyone from any CMIP6 institute could edit and repbulish any document from another institute ...
