Makes several changes to the UI, mainly in the admin page. There are still more UI changes to be made to other areas.

Changes confusing terms "pending" and "verified" to be more explicit.

Previous behaviour:

Scores were given as 100 with question marks when other masks were not available to compare with
Images without enough annotators for a score were given a "unverified" tag in the admin tables
Images which hadn't been saved as complete were given a "pending" tag

New behaviour:

Score column now says "Needs more users" instead of a 100 score with question mark
Removed tags and added a column for whether the mask has been marked as complete or not.
