Bring CAM Thermo refactor into CAMDEN #189

Updates from https://github.com/ESCOMP/CAM/pull/615 should be pulled into CAMDEN (update calls, metadata, etc).

The updates involve splitting physconst into:

cam_thermo.F90 & .meta (thermodynamics module variables and interfaces)
air_composition.F90 & .meta (air species module variables and interfaces)
physconst.F90 & .meta (remaining module variables - physics constants - and subroutines)

@peverwhee Would you be also able to tackle issue #186 as well (or at least the "physconst" portion of it) when you bring in the cam_thermo changes? If not then no worries, I just figured it might be worth trying when you need a break from the empty bowl of pain that is RRTGMP. Thanks!
