Need to update CIME-level paths in buildnml and buildlib #205

As mentioned in ESCOMP/CAM#608, the python paths to bring in CIME tools for buildnml and buildlib have likely changed since the files were added to CAMDEN, and thus they should be updated to match the new CIME directory structure.
