This PR should bring CAM-SIMA up-to-date with CAM tag cam6_3_130 with regards to the Externals.cfg file and the manage_externals external repo.

Ran the new checkout_externals code with the updated Externals.cfg file on Derecho and everything appeared to work as expected.
