This issue is here to collect and organize all of the specific issues relevant for developing a new physics "testbed" that will allow unit-like testing of individual CCPP-ized physics schemes or suites using the "null" dycore and CAM-generated snapshot files.
The specific issues will likely need to be dealt with in the following order:

Although the last two issues could likely be swapped if that is preferred.
