Populate all namelists at end of conversion process #261

Issue Description

Since the namelist_defaults_cam.xml file in ESCOMP/CAM will change during the CCPP conversion process, it makes sense to only minimally populate the namelists during the conversion of each scheme. This process should be done close to the end of the CAM7 CCPP conversion
