Issue Description

The manage_externals system for bringing in external packages is being replaced with the new git-fleximod system in CESM, and so the same should be done for CAM-SIMA. This work should start as soon as ESCOMP/CAM#1052 has been merged.

Along with bringing in git-fleximod, the externals themselves will need to be updated in order to ensure everything works correctly. This includes an updated version of CIME which is required for bringing in upcoming CCPP physics schemes (e.g. dry adiabatic adjustment and Zhang-McFarlane deep convection) as well.

This issue was resolved in PR #276, so closing now.
