Most converted CESM regression tests are CAM5 - may want to make most CAM7

Need to review unit tests and determine which should be using CAM7 instead of CAM5

Also, may want to revisit compilers. Per Jim Edwards on March 8, 2024:
"Sometime in the coming months intel will be moving from the ifort compiler to the ifx compiler and dropping the ifort compiler. We already have access to the ifx compiler in the intel-oneapi compiler definition on derecho. I suggest that each component model add some tests using intel-oneapi to their test list."

Criteria for tests for CAM7 release:

1. If there are any CAM3 tests, either eliminate them or move them to a newer version of CAM
2. CAM4 tests - don't touch
3. CAM5 tests - have one test which uses FV and one test that uses SE
4. CAM6 tests - have one test which uses FV and one test which uses SE
5. Remaining tests should be CAM7 LT and all use the SE dycore

Would be helpful to also add a comment (of some standard format) for each test in testlist_cam.xml describing what all is tested. Can be updated when, for example, someone makes a change to an existing test to cover a specific feature. Would make keeping track of what is tested where easier.

I suggest using the <option name="comment" ></option> sections (and getting rid of the vestiges of the oooold test system (e.g., `151 tsm, ter).
