failing history restart tests #325

The following restart tests fail:

ERC_D_Ln9.f19_f19_mg17.QPC4.cheyenne_intel.cam-outfrq3s_sathist (Overall: FAIL) details: FAIL ERC_D_Ln9.f19_f19_mg17.QPC4.cheyenne_intel.cam-outfrq3s_sathist COMPARE_base_rest ERC_D_Ln9.f19_f19_mg17.QPC6.cheyenne_intel.cam-outfrq3s_sathist (Overall: FAIL) details: FAIL ERC_D_Ln9.f19_f19_mg17.QPC6.cheyenne_intel.cam-outfrq3s_sathist COMPARE_base_rest

The outfrq3s_sathist not regularly exercised so it is not known so it not known how long this has been an issue.

The outfrq3s_cospsathist test is regularly executed as part of the aux_cam suite and has been passing. The "-cosp" configuration switch may be masking some issue.

@cacraigucar, Yes this is still an issue in cam6_3_011.
