This PR adds a new data glc component with a single noevolve mode.
Specific notes
The new dglc is aimed at replacing the use of CISM in noevolve mode.
Documentation for the new DGLC has been added.
As part of this the testing files across all CDEPS components (cime_config/testdefs/testlist_dxxx.xml) have been updated to be aux_cdeps with derecho/intel as a target. A new test category aux_cdeps_noresm has also been tested.
New tests have been added to dglc/cime_config/testlist_dglc.xml
