incorrect mask sent by DLND for SCPL mode #5

The latest PR has removed the correct mask in the GLC fields sent by DLND. Now the mask over land seems to be set to zero in the coupler history files.

@billsacks - Can you suggest a compset that I can try for this?

If I understand the initial comment, any T compset should do – e.g., SMS_D_Ly1.f09_g17_gris4.T1850Gg.cheyenne_intel. But rereading the initial comment, it sounds like things were completely broken at one point, which I'm pretty sure they're not now, so I'm thinking this must have been fixed at some point.
