This PR does the following

Changed glc->ocn to be glc->rof fields
- Fogg_rofi -> Fgrg_rofi
- Fogg_rofl -> Fgrg_rofl
- This PR also depends on https://github.com/ESCOMP/CMEPS/pull/463
Incorporate capability of receiving multi level ocean data from mediator
removed MCT

Merged to a temporary branch where I can work out the external tags and write up the ChangeLog before merging to Main. Thanks Mariana!
