Add the standard UCAR Code of Conduct to CISM-wrapper #30

Its github best practice to have a Code of Conduct (COC) for each repository. And to have those behaviors explicitly listed out in the repository. It's also good to periodically review those list of behaviors and make sure the community is following them. This helps the project maintain a diverse and inclusive culture. It also helps to make everyone on the project to be more productive, by treating everyone with respect. And NSF wants projects that it funds to have a COC and abide by it.

UCAR has a standard COC that they want adopted for all projects with a high level of UCAR involvement. There's a small amount of customization that can be done. And if there is a need for a change to it, that can be done as well.

Although I suggest that a CONTRIBUTING file could also be added. So we should evaluate if that should be done.

@ekluzek, thanks for taking the lead on this. Will you also be adding these files at the top level of the CISM repository (https://github.com/escomp/cism)?

@whlipscomb I wasn't sure if it should also go there. But, it does make sense.

The one thing there is that there's a broader set of people who work there beyond UCAR. So some of the UCAR specific stuff doesn't apply as well. But, I can make a PR to do it there as well.
