Verify operation of CISM with NUOPC #36

@mvertens and I are doing some final verification of CISM with NUOPC, with a focus on verifying the lnd -> glc and glc -> lnd remappings.

With some fixes to CMEPS, we are happy with the verification. lnd -> glc fields are the same to about 1e-7 relative difference.
