Bring CISM's nuopc_cap branch to master #38

@mvertens has developed https://github.com/mvertens/cism-wrapper/tree/mvertens/nuopc_cap. I'll soon bring this to master.

I may do an initial tag where I just update externals, then a tag where I bring in the changes from that branch.
