Removes manage externals and adds git-fleximod. Due to a chicken and egg problem this tag will require an extra step to run standalone tests. The steps are:

git clone https://github.com/ESCOMP/CISM-wrapper cism
cd cism
./bin/git-fleximod update

This step is required only until the clm tag is updated to one using git-fleximod:

cd components/clm 
./manage_externals/checkout_externals -e Externals_CLM.cfg

aux_glc tests were run on derecho and compared to cismwrap_2_1_100, generating cismwrap_2_1_101

Note that there is a problem with the MEMCOMP section of the tests, that will be fixed before cesm3. Otherwise all intel tests passed.

Gnu tests on derecho all passed except NCK_Ly3.f09_g17_gris20.T1850Gg.derecho_gnu which is expected, it also failed in the baseline.

@Katetc I think that this is now complete - can you re-review please and also confirm that the new tag should be cismwrap_2_2_001
