Send unset value for scol_lat/lon from driver #1315

Right now we hardcode the "unset" value for scol lat and lon sent from the driver in the CTSM NUOPC cap. To make the code DRY (Don't Repeat Yourself) we should just have it set in the driver and then sent down to CTSM and used there.

Good point. This can be cleaned up in a next pass - but will require coordination across CTSM, CAM, CICE and CDEPS - so that is challenging.
