Add some tests for the cray compiler on derecho #1554

Jim Edwards had an initial port for the cray compiler on cheyenne. Since, Deracho is a Cray machine we should start adding cray compiler testing to our normal test suite. At first we should likely just add one standard debug and non-debug test. It looks like derecho_cray is NOT fully supported in ccs_config yet, but when it is we should add some tests for it.

@slevis-lmwg this actually also applies to derecho. We should start adding derecho_cray tests once ccs_config fully supports it.

From the CSEG meeting on 2023-08-01 @jedwards4b said that the Cray compiler on Derecho was broken. So perhaps this isn't important until CESM decides it's a priority for ccs_config_cesm.
