History variables for irrigation sources are output by default but not irrigation fluxes #1815

Brief summary of bug

QIRRIG_FROM_GW_CONFINED, QIRRIG_FROM_GW_UNCONFINED, and QIRRIG_FROM_SURFACE are output by default, however, QIRRIG_DRIP and QIRRIG_SPRINKLER are inactive by default. It seems like there should be some control on this by namelist variables (e.g., whether irrigation is on or whether method is drip or sprinkler, etc.)

@swensosc , given your familiarity with the irrigation code, could you propose a fix for this when you get a chance (e.g., some namelist control on these output variables), thanks.
