Izumi is missing the later NLDAS2 forcing files and some of the later files are zero size #2846

Brief summary of bug

@swensosc noticed that the later years of the NLDAS2 forcing is missing. And that some of the later files are zero size.

General bug information

CTSM version you are using: All Does this bug cause significantly incorrect results in the model's science? No Configurations affected: NLDAS2 forcing cases

Details of bug

CEMS inputdata on Izumi tends to get filled up, but right now there is space to bring all these files in, so I'll just do that by the standard mechanism of creating a case for the whole time series.

There's also a permission problem because the user that installed these files is no longer around, so I need to have NRIT transfer them to my ownership.

The other part of this is that /fs/cgd/csm tends to fill up and not have a lot of leftover space to add additional files.
