high latitude GPP biases #950

Parametric changes and modifications to model logic for photosynthesis and phenology may be necessary to reduce high GPP biases across high latitude systems.

@billsacks and @ekluzek. I'm not sure we need an issue here, because if you label the PR with enh - new science it comes up when you filter by that tag.
