This PR aims to update UFSATM interface to work with multiple UFS applications such as HAFS, S2S etc.

The python code has entirely too many branches and data set in code rather than in xml. I recognize that this is due in large part to an inability of the NOAA project to agree and coordinate on an approach, but perhaps you can review and move more from code to xml.
