release/public-v1: fix for buildlib and addition of gfortran-10 compatibility flags

This PR contains the changes in PR https://github.com/ESCOMP/FV3GFS_interface/pull/15 to compile the UFS MRW App v1.1 on certain linux systems (see description there). In addition:

remove unnecessary (and incorrect) preloading of the cime cmake config when calling the ufs-weather-model build system
add gfortran-10 compatibility flags to the cime cmake config

This has been tested to work so far on macOS with clang-10.0.0 and gfortran-10.2.0. I suggest to merge it, update the ufs-mrweather-app and go for the final round of testing.

@climbfuji we don't need to push changes for cime_config/buildnmlc. It is automatically generated file.

Oops, that was a mistake, sorry. I removed it. Thanks for catching this.

As yesterday, I'll be out over lunchtime for a run, this time longer, so no hurry merging this.

@climbfuji That is fine. I am merging this and if you need any other PR such as for Stampede issue. You could create another one.
