MOSART equivalent to CTSM work done in https://github.com/ESCOMP/CTSM/pull/2838

Relates to issue #52; includes narrower scope than and replaces PR #69

@slevis-lmwg will track here also the prerequisite work happening in #70.

Now this will become mosart1.1.04
