Add a R2000MOSART compset #28

Add a R2000MOSART compset, so add new config_compsets.xml and config_pes.xml file in cime_config. Also add a simple test for this using existing DLND datasets.

We want to add this in preparation of adding in mizuRoute as a new ROF component for CESM.
