Update for pio2 compatibility.

I'm also wondering if similar changes are needed in RTM.

I checked the remaining changes (after backing out the couple of lines that were questionable): these MOSART changes make the MOSART code basically the same as the RTM code – i.e., the RTM code already had something effectively the same in place.

@ekluzek fyi: I'm also removing the nag non-debug tests from the mosart test suite, because they're failing with the same issue we encountered in CTSM (in the CTSM build). These tests already had equivalents with two other compilers, and we still have a debug nag test so it seemed safe to remove them.
