mosart restart files for 9-step test #7

Is there a known issue with mosart writing restart files? I tried ERS_N2_Ln9.f19_f19.FHIST_DEV.cheyenne_intel and it fails to restart because there are no mosart restart files.

Looking at this again. I think this is just because MOSART normally runs at a lower coupling frequency. The 9-step tests that CAM does have to change the ROF_NCPL to the same as ATM_NCPL.

I'm closing this, but feel free to reopen if we find a new problem.
