Change MOSART Clm51 tests to Clm60 for use in ctsm5.2.0 #91

The test

SMS_Lh3.f10_f10_mg37.I2000Clm51Sp.derecho_intel.mosart-clmAccelSpinupIgnoreWarn

fails when used with ctsm5.2.0 because the above Clm51 compset is missing and needs to be updated to a Clm60 compset.
