Description of changes:
Updates to bring in a nuopc cap for pop
[ Description of the changes in this Pull Request. It should be enough information for someone not following this development to understand.] The driver/cpl directory has now been split into driver/mct and driver/nuopc. The driver/mct code is exactly the same as in the original driver/cpl.
@alperaltuntas - I have successfully run the testlist_drv.xml test that includes ERS_Vnuopc_Ld5.T62_g17.C.cheyenne_intel ERS_Vnuopc_Ld5.T62_g17.G.cheyenne_intel
Baseline comparisons against previous pop tags need to be done for this PR.
