Description of changes:

This adds new ocn->glc ice coupling in the nuopc cap This is the first implementation and updates will be needed as this is tested more extensively.

Testing: Manual testing using a B1850G compset.

Test case/suite: Test status: [bit for bit, roundoff, climate changing]

Fixes [POP2 Github issue #]

User interface (namelist or namelist defaults) changes?
