This PR is needed in order to bring in newer ww3 code more easily. Both ww3 and pop use constants.F90. It is much easeir right now to have POP change than to request that the ww3 code base change.
Testing:
Test case/suite: SMS_Ld5.f09_g17.B1850G.cheyenne_intel.allactive-cism-test_coupling and verified that it was bfb with beta07.
