Placeholder for adding vapor deposition onto snow to PUMAS.

I have this running in CAM and the IFS versions. I need to take time to do a proper port/pull into the code at some point. This will change answers, and may change climate, so we need to discuss when to bring it into the code. We can discuss the priority and how to get this in.
