connect lake module to kwt routing routine #427

Enable KWT routing method with lake routine.

This is follow-up with #421

Simulation with is_lake_sim off produce identical results (using nccmp) for global MERIT_hydro and HDMA test case.

Simulation with is_lake_sim on produces the following simulation compared to the other routing method (just check at KWT, IRF, and DW)

Several reaches in Rhone river including Lake Geneva
